This snapshot is based on a set of questions around the governance of water schemes such as communal domestic water points and small-scale community managed irrigation systems. It provides a way of analyzing functionality and predicting sustainability based on quantatives responces to a set of questions covering critical aspects of good governance. Governance questions cover issues around participation (P) Inclusion (I) accountability (A), and transaparancy (T),
Partners (ideally not just field staff but with headquarters or monitoring staff) could periodically undertake these snapshots or they could be used as a one off evaluation. We would also encourage third party assessments of findings, (e.g. by consultants) and the involvement of local government in the assessments.
The responses should be given by a mixed interest groups, including community members and committee leaders. We recommend that at least 5 people are involved in each interview. The interview process should ensure that the discussion is as participatory, transparent, and as inclusive as possible.
There is also the option for qualitative comments/feedback on some of the questions and we would recommend that you use these or the comments section at the end of the survey to capture telling quotes or interesting discussions/differences of opinion.
Many questions require an answer, otherwise you will not be able to move onto the next set of questions and to complete the survey. The survey is designed to take you back to some of the critical questions if you haven't responded to these, before it closes. Also it loops back to the beginning to allow multiple entries from the same computer.
