The Lincoln Housing Commission is preparing an affordable housing plan for the Town of Lincoln. Toward that end, the Commission wants to know what residents think about housing needs in Lincoln and what the Town should do – if anything – to address them. By responding to this survey, you will be helping the Commission develop policies and plan for the future. Some of the survey questions seek your opinions about housing and other questions are about you (the survey respondent) and your household.

For the purposes of this survey, please note that as these terms are used in housing plans, they have the following meanings:

Affordable Housing: a home that moderate-income people can own or rent at a monthly housing cost that is approximately 30 percent of their gross monthly income. In Lincoln’s area, a family of four with annual income of $65,000 per year qualifies as moderate income.

For homeowners, “monthly housing cost” includes principal, interest, property taxes, and house insurance – and for condominium owners, the monthly condo fee. For renters, “monthly housing cost” includes rent and essential utilities (such as heat or hot water). Federal and state housing programs use these definitions to determine whether a family is eligible to buy or rent a moderate-income housing unit.

A housing unit is a house, an apartment, a group of rooms, or a single room that is occupied (or if vacant, is intended for occupancy) as separate living quarters. Separate living quarters are those in which the occupants live and eat separately from any other persons in the building and which have direct access from the outside of the building or through a common hall. A single-family dwelling is one housing unit; a single-family dwelling with an accessory apartment constitutes two units.
