Fifth-Year Monitoring Plan

The Consent Decree Monitoring Team has issued for public comment the draft of the Fifth-Year Monitoring Plan intended for structuring and assessing the compliance of the Baltimore Police Department (“BPD”) and the City of Baltimore (“City”) with the court-approved Consent Decree that BPD and the City entered into with the United States Department of Justice (“DOJ”) in 2017. The draft plan can be found here. The public comment period runs from January 24 to February 23, 2022. The Monitoring Team, BPD and DOJ will consider the comments received, incorporate the comments into the monitoring plan as warranted, and submit a final proposed monitoring plan to the Court for review and approval.
1.Does the Fifth-Year Plan identify the right priorities under the Consent Decree given what BPD has done in the last four years, or should it focus on different Consent Decree requirements?
2.Are the timetables in the Fifth-Year Plan about right, too quick or too slow to achieve reform that is real and lasting?
3.Does the Fifth-Year Plan give community members and police officers alike an adequate voice in the reform process? If not, what changes should be made to make sure it does?
