Dear Sir/Madam:
As the Gainesville District Supervisor on the Prince William Board of County Supervisors, and with each of the undersigned citizens, we write to express our strong objections to all but one of the proposed power line routes that have been publicized by Dominion Power for the construction of a 230kV transmission line and substation project just outside the western town limits of Haymarket. All signatories to this letter are residents of western Prince William County who will be adversely impacted by the majority of proposed routing plans that will be the subject of a formal application to the State Corporation Commission from Dominion Power in the near future.
As you are aware, under Virginia Code § 56–46.1(B), the Commission is required to determine that the line is needed and that the corridor or route the line is to follow will reasonably minimize adverse impacts on the scenic assets, historic districts and environment of the area concerned. Dominion Power has publicly proposed a number of route options that fail to take those considerations into effect, and there is only one routing plan that reasonably factors in those requirements that we believe the Commission should consider. We endorse the “Hybrid Route” that partially buries the power lines along I-66.
In addition and for planning purposes of the Commission, we provide notice of our intent (which will be formally made at the proper time) as “interested parties” to make a request for a public hearing by the Commission in the affected area as provided by § 56–46.1(C). In a recent Town Hall meeting convened by Delegate Bob Marshall, with several elected officials joining him, nearly 1,000 citizens attended to express their concern about these proposed routes, so we will ask that consideration be given for an appropriate venue to allow the maximum number of citizens to participate in the public hearing when it is convened.
