Housing in Warringah

Recently, I hosted the Warringah Housing Forum, bringing together a range of experts and key stakeholders to discuss the housing crisis.


The forum featured representatives from the Australia Institute, the Planning Institute of Australia, Anglicare, Homes NSW, and Sydney Alliance Northern Beaches, alongside the State Representative from Wakehurst and representatives from North Sydney, Mosman, and Northern Beaches Councils.


During the forum we explored a wide range of critical topics, including state and federal taxation, infrastructure and planning, transport, affordable housing for essential workers, social housing for those facing financial hardship, short-term accommodation, and rental availability.


I want to hear from the community its views about the measures that could play a key role in addressing housing supply and demand. Your input is important.

As we explore solutions to the housing supply and affordability crisis, it's essential to acknowledge that any efforts to increase housing supply (the number of properties available for sale or rent) must be matched by improvements in the skills and resources of the housing construction sector. The following options focus on both increasing the supply of housing and improving affordability

Australia's housing market has faced increasing pressure due to strong demand driven by factors like population growth, investor activity, and historically low interest rates. Managing housing demand is crucial to maintaining affordability and ensuring access for both homebuyers and renters. When demand outpaces supply, it drives up property prices and rental costs, making it harder for many Australians to find affordable housing. Addressing demand-side factors is therefore essential to alleviating these pressures and improving overall housing affordability.

Demand-side measures could include incentives or policies aimed at ensuring homeownership opportunities are more accessible to Australian residents and first-time buyers, while maintaining a balanced approach to investment and population growth.

* 9. First home buyers face significant challenges entering the housing market due to high property prices. While efforts to support first home buyers can help them secure a home, such measures may also increase demand, which could impact affordability. Reforms in areas such as negative gearing, capital gains tax concessions, and tax incentives for property investors have been suggested as potential levers to improve housing affordability. Adjustments in these areas could reduce speculative investment and better align the housing market with the needs of owner-occupiers and first-home buyers, while also ensuring a fair return for investors.

* 12. Capital Gains Tax on Investments

Capital gains tax is paid when you buy an asset/investment (excluding the family home/main residence) and then later sell it for a profit, the profit you make is taxed as income. The capital gains tax discount means that if you buy an investment property, hold it for 12 months and then sell it, you only pay tax on half the profit you made.

If there was a change to the capital gains tax discount for investment properties only (for properties held over 12 months), would you support this discount to be scaled over multiple properties? For example: If you had one investment property, you would benefit from the full 50% capital gains discount, your second investment property would garner a 25% discount. No discounts would be available for three or more investment properties.
