In May 2019, the OGP Steering Committee endorsed a new OGP Local Strategy. The strategy builds on the current Local Program, the innovation and leadership of open government leaders around the world, the work of many national governments and civil society organization to promote local open government, and a consultation and strategy process in early 2019.

The new strategy comprises of the following key pillars: 
- Supporting strategic national-local integration to support effective national government and civil society strategies to foster local open government through national initiatives, including the OGP national action plan processes. 
- Enhancing the OGP Local program by redesigning the current program to be more flexible, scalable and inclusive
- Developing a collaborative platform for learning that provides easy access to knowledge resources, learning opportunities, peer and expert networks to those working on open local government.

OGP is now in the process of operationalizing this new strategy and preparing for its launch in early 2020. 

This survey is the start of a more detailed design process for the delivery of the OGP Local Strategy. It will add to the insights that over 100 people from 28 countries shared with us during the strategy phase in early 2019, and will inform prototyping of approaches to each of the pillars. We invite you to share your contact details (we’ll keep these separate to your input) if you want to be involved in further stages of the design process.

At this stage, we are predominantly seeking input from people engaged in open government at local and national levels with an interest in local open government.

Participation in this survey is voluntary. Any personal information provided will not be made public, but analysis of all anonymous responses may be published at the discretion of the Open Government Partnership.
