The City of Fitchburg is providing a final round of emergency relief for small businesses that were APPROVED for the Small Business Administration's Economic Injury Disaster Loans, (EIDL), or the Restaurant Revitalization Fund,  (RRF), Program but later were informed that the funds were not available due to no fault of the applicant.  

This program is funded through the Community Development Block Grant CARES ACT Program.  Certain eligibility criteria must be met in order to be eligible for this funding source. 

Applications must be submitted by Friday June 10th at 2PM.

Eligibility:
  • Must be a Fitchburg business impacted by COVID-19 and/or the public health and safety measures, including, but not limited to: restaurants, coffee shops, bars, entertainment venues, retail, salons, barber shops.
  • Must be a business in operation prior to March 1, 2020.
  • Must be a for-profit business.
  • Must have documentable business income loss related to the pandemic or associated public health measures related to the pandemic.
  • Must not have another source of funding assistance to pay for expenses submitted in this application. (this would be a duplication of benefits and is prohibited)
  • Must have BUSINESS mortgage/lease obligations.

Must meet CDBG requirements by qualifying as either:
A business creating or retaining jobs 
This means a business with any number of employees greater than zero, (not including the business owner) where the employee(s) are in jeopardy of losing their job due to COVID-19 AND the business commits to either, retaining the employee(s) because of assistance or hires employee(s)within a reasonable period when normal business resumes. Qualifying employees must have household incomes below 80% of AMI and/or new jobs must be made available to households below 80% of AMI. (see the income limits under microenterprise).

A microenterprise business
This means a business with five employees or less including the owner AND owner must earn a household annual income of equal to or less than 80% of the area median income.

The City of Fitchburg will give preference to:

  • Businesses that have applied for and been approved for the SBA's Economic Injury Disaster Loan Program or Restaurant Revitalization Fund Program, but were later advised that they will not receive funds through no fault of their own.   
  • Businesses who are unable to continue operating under their prior business model because of the pandemic and have a plan for adapting to the current economic environment.  
  • Businesses with an existing loan with the City of Fitchburg’s small business program.
  • Businesses that are contemplating closing due to losses.
  • Businesses with a physical commercial location. (not home based).
  • Businesses with high fixed expenses.
Assistance is in the form of a loan. Loans may be forgiven at the completion of  proposed adaptations.
The following industries are ineligible for funding:

  • Multi-Level Marketing
