
Volunteers and the HACC Active Service Model |

The Victorian Home and Community Care (HACC) Active Service Model (ASM) is a quality improvement initiative that focuses on promoting person-centred care, capacity building and restorative care in service delivery. The Active Service Model approach is based on the premise that many clients have the potential to make gains in their wellbeing and that the range of services funded by the HACC program can actively facilitate achieving this objective. In practice terms, the Active Service Model shifts the thinking from ‘doing for’ clients to ‘doing with’ clients and promotes restorative care to maintain or facilitate a client's capacity to live as independently as possible.
At the beginning of this ASM journey, many organisations have focused on policy development and providing Active Service Model information, education and training for staff providing HACC services. Volunteers also have a key role in the delivery of HACC services but have not been the focus in ASM implementation, until now.
The City of Boroondara has received funding from the Victorian Department of Health to undertake a project that explores how the Active Service Model approach can be applied to the work of volunteers within HACC services. Across HACC services volunteers can be involved in the delivery of food services, social support, transport, respite care or other duties.
The Volunteers and Active Service Model Project provides an opportunity to explore with a large range of stakeholders - how can the Active Service Model be applied to volunteers and their work?
The following survey is aimed at exploring your thoughts and ideas about implementing an Active Service approach with volunteers and the types of resources or tools that will assist organisations in this work.
Your responses will be used to inform the development of the Active Service Model and volunteers framework and resources that will be shared with all HACC agencies.
Survey data will be collected and analysed by Effective Change Pty Ltd, the consultants engaged to undertake this project. Survey results will only be reported in aggregate.
