This survey will take approximately 5 minutes to complete
 
Yoo-rrook will investigate harms experienced by First Peoples since colonisation. We have 3 goals:

1.      Establish the truth of what has happened and why.
2.      Help all Victorians understand the truth of First Peoples experiences.
3.      Help transform Victoria so that these injustices do not continue.

In this survey we ask for your opinion and feedback on our first phase of our work. We have 4 priorities from now until June 2022 when we produce an Interim Report.

Priority 1: Laying strong foundations for trust and cultural legitimacy

Yoo-rrook will do things differently from other Royal Commissions and official inquiries. We are focussing on getting our foundations right. This means thinking about HOW we tackle the work based on First Peoples’ cultures, human rights and which does not cause more harm. These foundation steps are:
1.1  Introducing our approach by meeting widely and seeking feedback, including from Traditional Owners, community members and organisations, government and the public.

1.2  Setting up systems to make sure that we listen to community throughout Yoo-rrook’s life. This is what we call our accountability.

1.3 We know we must take great care with First Peoples’ knowledge.  We will abide by First Peoples’ decisions on how any information we receive is stored and used. This is what we call Data Sovereignty.

1.4 Our approach to research and analysis is based on First Peoples’ ways of knowing, being and doing rather than just western ways. We call this our research methodology.

1.5 Yoo-rrook must be a safe space.  Before we ask for anyone to share their stories or knowledge, we are making sure we have proper support available for anyone who needs it.

Priority 2: Honour First Peoples’ Elders and preserve knowledge

We will respect our Elders and those most vulnerable by listening to them first.
2.1 As Yoo-rrook's work will take time we will ask first for Elders and others who are vulnerable to share their knowledge. We call this our priority cohort.

2.2 We will start a public conversation on the survival of First Peoples’ cultures and the role of Elders, despite the impact of racism and colonisation.

Priority 3: Lay the foundations for a comprehensive picture of systemic injustices against First Peoples

Yoo-rrook will produce a final public report that shows a full picture of First Peoples’ experiences based on all the information collected. We will:
3.1  Look at what collections of information already exist, including collected by Traditional Owners themselves. We describe this as mapping existing knowledge.

3.2  Use the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) to help us to decide what should be included in our inquiry, from the past or today. We call this a human rights framework of analysis.

3.3  Ask for testimony, documents, and any other types of knowledge under the following broad themes coming from UNDRIP (we call these lines of inquiry):

·       Ecology and caring for country
·       Economy, productivity and sustainability

Priority 4: Promote a coherent and holistic reform agenda

Yoo-rrook’s work must lead to real positive change in the lives of First Peoples in Victoria. This will require changes to laws and official systems. Yoo-rrook can recommend practical steps Government must take to make these changes.
4.1  We need to understand which projects already underway are relevant to Yoo-rrook’s work.
