The P3O program supports the United States Army Reserve (USAR) Soldiers, Active Component (AC) Soldiers transitioning from active duty (“transitioning AC Soldiers”) or have transitioned off of active duty within 180 calendar days from Release From Active Duty (“Eligible Veterans”), and eligible Family members (“dependents”) seeking among others employment, professional and trade career development, mentor protégé, credentialing, certification, training, and licensure opportunities recognized by the civilian sector. This contract also supports the Chief of Army Reserve (CAR) top priorities: Readiness, Nurture and Sustain the support of our Families and Employers, and Shape and Grow the Future Force.  This program HQ are being relocated to Ft. Bragg.

The following Key Personnel are required for submission to the federal government:

Program Manager-  The PM shall coordinate the activities of all employees engaged in this contract,  annual training events, compiling national reports, coordination with the COR and P3O support service staff. Bachelor’s degree in Human Resources, Psychology, Business Management, or Business Administration; eight (8) years of experience in recruiting/job placement or five (5) years in a senior human resources management position. A NACI is also required for this position. 

National Engagement (NE) Strategic Subject Matter Expert (SSME)-  Bachelor’s degree in one of the following: Human Resources, Psychology, Business Management, Business Administration, Political Science, Communication or a related field; a Master's degree in the aforementioned fields is strongly preferred. Additionally, a minimum of eight (8) years of relevant work experience in a related position as well as demonstrated knowledge and proficiency in customer service skills, use of routine office equipment, Microsoft Office programs (i.e., Word, Excel, PowerPoint, etc.), and web-based applications. A NACI is also required for this position. The NE-SSME shall possess, at minimum, familiarization of the U.S. Army’s basic branches as they pertain to the U.S. Army Reserve structure, to include: Adjutant General’s Corps, Aviation, Chemical Corps, Civil Affairs/Psychological Operations, Corps of Engineers, Military Police Corps, Finance Corps, Judge Advocate General’s Corps, Medical Services Corps, Military Intelligence Corps, Ordnance Corps, Quartermaster Corps, Signal Corps (to include Cyber), and Transportation Corps.

Program & Data Analyst (PDA) SSME- Bachelor’s degree in Operations Research, Engineering, Science, Economics, Mathematics, Statistics, or Management Science are strongly preferred. Additionally, a minimum of five (5) years of work experience involving operations research and statistical analysis; demonstrated experience and/or qualification as an operations research/systems analyst (ORSA) is strongly preferred. The PDA SSME must also possess demonstrated knowledge and proficiency in customer service skills, use of routine office equipment, Microsoft Office programs (i.e., Word, Excel, PowerPoint, etc.), and web-based applications. A Bachelor’s degree can be substituted for ten (10) years of relevant work experience with demonstrated experience and/or qualification as an ORSA. A NACI is also required for this position.
