Description and Use of Data Agreement

The Vermont Housing Finance Agency, in coordination with the Department of Housing and Community Development and the Vermont Housing and Conservation Board, has initiated a study and analysis of Vermont Affordable Rental Housing Development Cost Factors. 
 
In an effort to ensure that recommendations are built on a strong empirical foundation, this study includes both quantitative and qualitative analyses of development costs in both the market-rate and subsidized affordable sectors. Developers participating in this study can use this survey to submit development cost data and basic project characteristics for up to five projects for use in a comparative statistical analysis. Participants can also submit project data by emailing the spreadsheet found at: TBD to mspotts@neighborhoodfundamentals.com.
 
As described in the Use of Data Agreement below, all data will be aggregated and anonymized to ensure confidentiality. To discuss data submission protocols or to address any questions or concerns about the specifics of the data collection and analysis, please contact Michael A. Data submitted for inclusion in this study will be used to populate a state-level dataset of development characteristics and project costs. All project- or portfolio-level data provided will be aggregated and anonymized to ensure that information cannot be tied back to an individual developer or development. This dataset will be used to provide summary statistics and/or conduct regression analyses to the extent that sufficient data is available. Data submitted for this purpose will not be used outside the parameters of this study unless otherwise mutually agreed upon.
