Questionnaire on territorial impact assessment methods
Understanding how sector policies shape spatial (im)balances: Territorial Impact Assessment is the topic and focus of the pilot action to implement Territorial Agenda 2030.
We are pleased to invite you to take part in an online survey to map the use of territorial impact assessment (TIA) in your country (at national level and if applicable also at regional level). As a part of our project, we will test the TIA methods that are used in different EU countries/ regions to see their user friendliness and robustness and we will prepare a TIA manual for practitioners with best examples of methodologies and their application by national and regional administration around the EU.
The information you would provide will be of invaluable help in reviewing the various methodologies used on national and regional level and prepare the TIA manual. We believe that by developing a better understanding of the policies’ effects on territories, better policies can be designed and implemented at different levels of government. And in order to do that we need TIA methodologies and tools that can be user friendly and efficient.
Territorial Impact Assessment is a type of impact analysis that enables of the identification of the potential territorial impacts of policies (by ‘policies’ we refer broadly to official documents, legislative proposals, strategies, programs, concepts, projects, and investments) at different levels of government and on different types of territories (urban, cross-bored, rural, etc.). TIA in each member state could have a different form and methodology. It differs from country to country and at specific levels of government. TIA mechanism in some member states could be a part of the standard impact assessment procedure (e.g. the Regulatory Impact Assessment, the Environmental Impact Assessment, rural proofing or evaluation) at different stages of implementation of policy (ex-ante, on-going, ex-post). TIA may refer to a stand-alone procedure but it may be embedded in the policy making process together with other types of impact assessments. So as you can see there are a lot of interesting issues to explore. The questionnaire will serve this purpose.
The target group of the questionnaire are the authorities/ stakeholders at the member state and regional and local level, as appropriate to the institutional context the member state.
This questionnaire is intended for the experts to answer according to their best knowledge and their personal experience or is it intended that they will collect one answer for each country, so the person who answers is answering about the situation in its own country.
