The Minnesota Department of Transportation is studying safety and mobility improvements for the Northbound Highway 52 and I-94 interchange. After reviewing 31 alternative designs, the project team narrowed the list to four designs.

We’d like your input on these four alternatives. They vary in the level of safety and mobility improvements but also in the level of impacts to existing structures and right-of-way.

Alternative 1 makes only minor changes to existing infrastructure. It would rebuild the existing connection from Northbound Highway 52 to Westbound I-94 to two lanes of traffic and redesign the lanes and exits at the northern end of Highway 52.

Alternative 2: New Northbound Bridge over I-94 and restore ramp and auxiliary lane to Northbound I-35E
Alternative 2 would minimize impacts to the existing bridges and use less right-of-way. A new bridge over I-94 would connect Northbound Highway 52 to Westbound I-94 with a new ramp. The new ramp would connect to a separate lane leading to Northbound I-35E along the existing I-94 alignment to provide a better connection to Northbound I-35E to lessen congestion and weaving traffic along Westbound I-94.

Alternative 3: New ramp connection from Westbound I-94/Mounds Blvd to new Westbound I-94 Road
Alternative 3 improvements would require additional right-of-way. It would include building a Westbound I-94 bridge to connect to Northbound I-35E. The bridge would be built along the 6th Street exit, north of I-94 and would connect roads north of I-94. The bridge would be separate from the proposed Westbound I-94 exit layout.

The exit from Northbound Highway 52 to Westbound I-94 would be two lanes. The outer lane would be for the Northbound I-35E exit and the Westbound I-94 exit along a separate road. The separate road would have a ramp to reach Westbound I-94 if traffic entered from 6th Street and wanted to continue Westbound on I-94.

Alternative 4: Realign East 7th St to the north of Highway 52, improve the Highway 52 ramp connection and local Highway 52 access to two-way Kittson Street connection
Alternative 4 makes major changes to the local and regional roadway network by realigning East 7th Street north of its current location, from the Kittson Street ramp to the East 7th Street and Wall Street intersection. Construction of a ramp over I-94 would improve connections to Southbound Highway 52. This ramp would connect Westbound I-94 traffic to the Southbound Highway 52 bridge. A ramp would also be built from the north end of Northbound Highway 52 to Westbound I-94. The two inside two lanes of Northbound Highway 52 will connect to the Westbound I-94 ramps. The ramp to Eastbound I-94 would be realigned to the right of the two lanes from Northbound Highway 52 to westbound I-94. Alternative 4 would also allow two-way access from the current Kittson Street ramp to Highway 52.
