Unincorporated areas of townships are not protected from annexation by towns or cities. Meaning, Jackson Township is vulnerable to annexation by any contiguous town/city, even if they are outside of our township boundaries, i.e. Westfield, Noblesville, Sheridan or even Tipton. We are concerned that annexation at our southwest border is imminent and after much research, have determined that reorganization is the only feasible solution to protect our community identity and maintain control of the planning and zoning, both of which may have significant impact on our school system.

We created this survey to help give the community a voice in this process and to help us know how to accurately serve the people we represent. Submissions are due by Friday, September 20,2024.

* 2. To protect the community from annexation, Jackson Township would need to reorganize with one, two or all three of the towns. A research committee would be formed and each town would choose if they want representation on that committee. Participating towns will be included in the financial impact study and assist in developing the reorganization plan. This does NOT guarantee a reorganization will take place and there will be opportunities for towns to change their mind and remove themselves at any time throughout the planning process. * 4. If an outside city annexes portions of our township, we would lose the planning and zoning control and tax dollars for that area. However, annexation does NOT change school districts. There have been concerns raised that if annexation happens and the new city allows high density residential subdivisions, this may significantly increase the student population for Hamilton Heights. Parents in those new subdivisions would live outside of our township, but would be eligible to run for Hamilton Heights school board.
