2025 Shared Energy Manager Program Application
The Department of Environmental Protection is opening the Shared Energy Manager program to applications for the 2025 cohort. Wilson Engineering Services has been contracted to operate as the shared energy manager for the DEP Energy Programs office through the end of 2027. The current free technical assistance program began at the beginning of the 2024 and will run for the duration of the calendar year. The Shared Energy Manager program is open to Pennsylvania municipalities (townships, boroughs, cities), counties, regional planning organizations, and school districts. Quasi-governmental organizations such as municipal authorities and non-governmental organizations may also be considered if there is space available in a given program year. Participants of the program will need to designate at least one individual from their organization to be the point of contact with the DEP energy manager. Participation will require access to information for your organization/facilities needed to complete energy audits, inventories, and benchmarking such as utility bills, facility layouts, and HVAC systems. Please be aware that by submitting this online form you, the primary contact for your local government, are agreeing to the following expectations:
You are confirming your commitment to participate in 2025 SEM for the complete assessment of your designated project proposal or the full 11-12-month long program period (whichever is shorter) and have received all necessary approvals at your local level to do so. You will be notified via email if we have enough room for your local government or school district, as we can only take on 20 total participants per year. During participation in the SEM you must keep the lines of communication open between the energy manager, the DEP Energy Programs Office, and your local government, as well as provide any data/information required in a timely manner. You must be able to start the 2025 cohort at the beginning of the year.
Please complete the following survey to apply for the 2025 cohort by November 30th. The application is open to entities such as those listed in the previous section, however preference will be given for selection to applicants who meet one or more of the following criteria:
· Prior participant in the DEP/Penn State Local Climate Action Plan program
· Applicants with a completed and officially adopted climate action plan (this includes plans developed through the LCAP program and those completed independently)
· Environmental Justice/Energy Justice Communities
