Regulation 02 - Definitions

The Office of Leadership Development and School Improvement is in the process of improving the teacher and principal evaluation system in Maryland. Revisions to the regulations focus on improving the professional practice domains and student growth measures for the teacher and principal evaluation system. 

The purpose of the survey is gather information on the proposed draft regulations for the teacher principal evaluation system. Draft regulations have been shared with stakeholder groups around the state to allow participants an opportunity to provide feedback and input. All information in this survey will be confidential and will only be used to improve the draft regulations.

2.Which school system are you in?
3.“Assistant Principal” means the person(s) that supports the principal in leading and managing school level operations and instruction. The assistant principal must have an Administrator I endorsement.
4.“Evaluation” means an appraisal of professional performance for a school year based on written criteria and procedures that result in a written evaluation report.
5.“Framework for Teaching” (Danielson Framework) means those aspects of a teacher’s responsibilities that have been documented through empirical studies and theoretical research as promoting improved student learning.
6.“Principal” means an individual who leads and manages school level operations and instruction and who is certificated under COMAR 13A.12.04.04 or certificated as a resident principal under COMAR 13A.12.04.05.
7.“Principal Supervisor” means an individual who supports and evaluates principals in their role as instructional school leaders aligned with the Professional Standards for Educational Leaders (PSEL). A principal supervisor shall have administrative and/or instructional leadership experience and have earned an Administrator II endorsement. A principal supervisor shall align his/her professional practice to the Model Principal Supervisor Professional Standards (Council of Chief State School Officers, 2015).
8.“Qualified Evaluator” means the principal or assistant principal who has successfully completed state-approved evaluator training. Training must include the following topics:

(a) engaging in the evaluation cycle (pre-conference, observation, and post-conference),

(b) conducting classroom observations using a state-approved framework,

(c) collecting evidence,

(d) providing actionable feedback,

(e)  writing an observation report,

 (f) ascertaining student growth,

(g) assessing multiple measures of evidence for professional practice and student growth measures,

(h) assigning a summative rating, and

(i) writing a summative evaluation report.
9.“Qualified Observer” means any individual (department chair, lead teacher, content specialist, principal, assistant principal, principal supervisors, etc.) who have completed state- approved observation training. Training must include the following topics:

(a) engaging in the evaluation cycle (pre-conference, observation, and post-conference),

(b) conducting classroom observations using a state-approved framework,

     (c) collecting evidence,

     (d) providing actionable feedback, and

 (f) writing an observation report.

10.“State assessments” means the assessments in the Maryland Comprehensive Assessment Program which are developed or adopted by the Department that are aligned with the Maryland College and Career Ready Standards.
11.“Student growth” means student progress assessed by multiple measures and from a clearly articulated baseline to one or more points in time [or another objective measure (e.g. student growth percentile, educator-impact measure, student learning objective).
12.“Student learning objectives (SLOs)” means established student academic goals over a defined period of time. SLOs are informed by data and developed in collaboration with teachers, school leaders, and central office staff.
13.(a) “Teacher” means any individual certificated under COMAR 13A.12.02 as a teacher and who delivers instruction and is responsible for a student’s or group of students’ academic progress in a Pre-K—12 public school setting, subject to local school system interpretation.

(b) “Teacher” may include an individual certificated by the Maryland State Department of Education (MSDE) under COMAR 13A.12.03 if the individual delivers instruction and is responsible for a group of students’ academic progress in a Pre-K—12 public school setting, subject to local school system interpretation.
14.“Teacher of Record” means the classroom instructor(s) who delivered instruction for a particular course or subject to the student, or class of students, during the course-marking term and is responsible and accountable for reporting the student’s final grade.
15.“Co-Teacher” means any certificated teacher who supports instruction in the classroom and provides input into students’ grades but does not assign the final grade (e.g. Resource Teacher, special education teacher).
16.“Tenured Teacher” means a certificated teacher who has successfully completed 3 years of service in a local school system.
