TIA 3PL Leasing Trailer Issue

TIA is aware of 3PLs offering leased trailers in support of their shipper customers by having pre-loaded trailers pulled by a 3rd party motor carrier they contract under their freight broker authority. In order to better provide a resource outlining the market pressures and concerns on this issue, we need your feedback to the following questions.
1.Do you offer dropped leased trailers on behalf of your shipper customers under your freight brokerage authority?
2.How many trailer do you own or lease and offer as drop trailers to your shipper clients?
3.Is Commercial Auto, Motor Truck Cargo and General Liability coverage in place on these trailers and is it provided by the motor carrier you contract to pull the trailers?
4.Do you have a separate insurance program in place outside of the motor carrier’s own coverage that provides Commercial Auto liability, motor truck cargo coverage and general liability coverage?
5.If you offer this service or not, how much pressure are you getting from your shipper customers to offer this service?
6.If you offer this service or not, what are some of your concerns with offering this service?
