Every municipality in Ontario must have a Procedure By-law. This by-law governs how Committee and Council meetings run, including how they’re called, where they happen, who’s involved, the roles and conduct of Council members, reporting requirements and how the City communicates about meetings. It also guides the way that you, as a community member, can interact with Council by speaking at meetings or submitting written communications.

The City of Vaughan is undertaking a review to update the current Procedure By-law 7-2011 (PDF). The goal of this review is to update the Procedure By-law to:
  • improve the meeting experience for all attendees, including the public, City staff and Members of Council.
  • ensure decision-making is efficient.
  • reflect the changing demographics within the municipality.
  • account for changes in technology.
  • ensure compliance with current legislation.
Through this survey, the City wants to better understand your experience with Council meetings and how they could be made more accessible - meaning easier to watch, participate in and understand.
