About the survey

The Independent Panel for Pandemic Preparedness and Response, co-chaired by HE Ellen Johnson Sirleaf and RH Helen Clark, welcomes you to share your insights and expertise on the status of international and regional pandemic-related reform processes and initiatives, and how progress can be continued and accelerated in the months and years ahead.

Your input will help to inform The Panel’s future work. This includes an accountability report to be published in the second half of 2025, and four policy briefs to be published in May on the following topics:

  • Equitable access to countermeasures to stop pandemic threats and respond to pandemics.
  • Independent pandemic readiness monitoring and accountability.
  • Financing for pandemic prevention, preparedness and response, including surge funding.
  • Planning for the 2026 High-Level Meeting on pandemic prevention, preparedness and response.

We are interested to understand stakeholders views and insights and invite you to respond to the topics in which you have particular interest and expertise. You can opt out of responding to the areas of less relevance to you.

We estimate the survey to take 10-15 minutes per topic. You cannot save and return to the survey, so please make sure you have time to complete it in one sitting.

The survey will remain open until 2359 (UTC) on Friday 20 December.

Thank you for sharing your valued insight, which will inform this initial phase of developing the four policy briefs.

Best wishes,
The Independent Panel Secretariat
