Welcome to the bid submission form for the 2025 PATROL Driving Improvement Awards, a programme to inspire and fund local authority communications projects that effect positive change in the delivery of services or public engagement.
The Awards are your authority’s opportunity to help drive change, nationally. If successful, funding of up to £25,000 will be made available for your parking and traffic team (or associated communications team) to deliver a communications campaign or activity in your local area, with winning bids also assessed on the scope and opportunity they include for the project to be replicated across the whole PATROL cohort.

This year's theme: Blue Badge abuse
PATROL invites bids for a communications campaign or other activity that tackles the misuse of Blue Badges, with recent data indicating continuing rises in both badge thefts and fraudulent usage. Blue Badge abuse undermines the integrity of the disabled parking scheme and the rights of disabled motorists. It is critical for councils to increase public awareness and education on the issue and its prevalence in communities.
PATROL encourages submissions that set out clearly how your authority's proposed communications campaign or activity addresses Blue Badge abuse, with measurable outcomes. Your authority's bid will undergo a review process focusing on feasibility, innovation, potential impact and replicability.

- PATROL recognises that some authorities may lack the in-house expertise to deliver a campaign, but may still have strong ideas to contribute to this year's theme. Such authorities are still encouraged to enter a bid, making it clear in their submission that they would prefer PATROL to undertake the communications activity on their behalf.
