MBIE Building Performance - Building Consent System Review

The Building Consent and Regulatory system is frequently criticised by affected stakeholders as being inefficient and inconsistent, and a key factor in adding additional costs and delays to building projects.

SPASA New Zealand acknowledges that the consent process for swimming pools and spas is often treated in the same manner as more complex dwellings, apartment blocks and commercial buildings. This is despite pools and spas being constructed and installed in the backyard, using typical measurements and repeatable installation methodologies.

Improving the building consent system is a key priority for SPASA New Zealand and we have been discussions with MBIE on behalf of the pool and spa industry to ensure the voices of our members are properly considered.

2.Have you been prevented from relying on the performance solution of building code clause F4.3.1 (safety of falling) for a pool and/or spa where such a barrier would be incompatible with the intended use of that area?(Required.)
