North Portland Park Improvements
Portland’s Vibrant Communities Commissioner Dan Ryan, who oversees Portland Parks & Recreation, has directed that University Park and Columbia Park/Columbia Park Annex receive improvements funded by System Development Charges (SDCs). $3.6 million in SDC funds have been allocated to the project.
Northgate Park Rugby Field Relocation
As Portland Parks & Recreation prepares to build the North Portland Aquatic Center at Northgate Park (construction anticipated to begin in 2027), we will be relocating the Northgate Park Rugby Field which is the only permanent rugby field in the PP&R system.

University Park is just over 11 acres located on N. Alaska St and is the home of our PP&R Charles Jordan Community Center. Rosa Parks School and the Blazers Boys & Girls Club are neighbors to University Park. It is home to the only lighted baseball/softball field in the PP&R system (outside of the Delta Park Sports Complex) which serves as the primary field for the North Portland Little League Organization. The park has mature trees, open lawn areas, a small playground, and restrooms.
Columbia Park and Columbia Park Annex collectively have more than 35 acres of mature trees, multiple sports fields, two playgrounds, a splash pad, a Nature Patch, horseshoe pits, tennis courts/pickleball courts, group picnic areas, handball court, lighted walking paths, drinking water fountains, restrooms and a historic cottage which serves as an important shared community space for North Portlanders. North Lombard Street separates Columbia Park and Columbia Park Annex.
Important Note: Portland Parks & Recreation (PP&R) does not have funding to support all the amenities listed in the survey. Based on survey results, PP&R will prioritize community needs and balance new amenities with the available funding. To help in your decision-making, we have assigned dollar signs in $, $$, and $$$ categories.
