Make your voice heard!

The California Department of Housing and Community Development (HCD) invites you to participate in the 2025-2029 Consolidated Plan for the State of California!

The State of California is developing the 2025-2029 Consolidated Plan for the Community Development Block Grant (CDBG), Emergency Solutions Grants (ESG), HOME Investment Partnerships Program (HOME), National Housing Trust Fund (NHTF), and Housing Opportunities for Persons With AIDS (HOPWA) programs. The State of California receives federal funds from the U.S. Department of Housing and Urban Development (HUD) to invest in affordable housing, address homelessness, and meet community facility, infrastructure, economic development and social services needs in Tribal Communities, Colonias, cities and counties. The Consolidated Plan is the roadmap that guides how these funds will be spent for the next five years.

We want to know about your priorities as California community members, service providers, and housing and community development professionals, and we are looking for input in our Tribal Communities, Colonias, cities, and counties. Where do we have the most housing and community resource needs? What issues should we focus on? How should we plan to spend our federal housing and community development dollars? 

Please take a few minutes to complete this survey and give input regarding your community's needs. You can take the survey more than once, if you have more than one role in your community (for example, you work for an organization that provides both health services and housing services).
