Introduction

The financial pressures on councils across the country are now well understood, with many councils struggling to balance their budgets. Demand for many services, particularly social care, continues to soar and this is made even harder by rising prices from high levels of inflation over a long period of time. By law councils must deliver a balanced budget and Shropshire Council has been working hard to explore and implement changes over a wide range of service areas. Some services are statutory, which means we have a legal duty to provide them. These statutory services will be prioritised while focusing on delivery that is efficient as possible. Other services are discretionary, which means they are not services Shropshire Council must provide, but has chosen to, because they benefit the people of Shropshire.



The council is now undertaking a consultation process on the following proposed options under consideration:

  • Option 1: Shropshire Council ceases operating Much Wenlock Leisure Centre for community use.
    • This could result in the reduction of community use of the centre when operations become the responsibility of William Brookes School.
    • Savings achieved

  • Option 2: Do nothing
    • No savings achieved.
    • Additional savings would need to be found elsewhere.


For transparency, the Council’s recommended option is Option 1. However, feedback received from this consultation will be fully considered before any final proposals are brought forward for approval. The results of this consultation will be analysed and compiled before returning to Cabinet in March 2025 for a decision on whether to adopt the proposals.
