Introduction + Background

The Trans Canada West Planning District, made up of the Town of Virden and the RM of Wallace-Woodworth, is currently updating its Development Plan. As part of the process, we are asking community members to participate by filling out this brief survey, which should take approximately 15 minutes to complete.

What is a Development Plan?

A Development Plan is a long-term guiding document that helps communities to manage change over time. It establishes a vision and set of goals for the future, as well as the required policies and objectives to achieve them. Development Plans cover topics including land use, development, municipal services, infrastructure, and public facilities.

What is a Planning District?

Planning Districts are made up of two or more municipalities (in this case, the Town of Virden and the RM of Wallace-Woodworth), and managed by a board made up of councilors from each one. A Planning District is responsible for enforcing the district-wide Development Plan, the zoning by-laws of its members, and other land use policies and regulations. Being part of a Planning District promotes regional cooperation and the efficient use of municipal resources.

Why Update a Development Plan?

Beyond being required to adopt and periodically review Development Plans under The Planning Act of Manitoba, additional reasons for updating the Development Plan include:
  • Ensuring development policies are up to date with current local and Provincial standards and regulations;
  • Establishing consistent policies for directing and regulating development across the Planning District; and
  • Developing a vision and development objectives to guide the Planning District moving forward.

How Far Along is the Process?

The review process is just getting started. It officially kicked off in May 2024 when the Planning District hired a planning firm, Scatliff + Miller + Murray, based in Winnipeg.

How can I get Involved?

In addition to this survey, there will be opportunities throughout the review process to learn about the new Development Plan and provide feedback. Stay tuned in the coming months for invitations to public open houses.
