The Law Enforcement Phlebotomy Program (LEPP) is funded through a grant from the Missouri Department of Transportation Highway Safety & Traffic Division to the Missouri Safety Center. This program funds two primary objectives:

- Assistance with policy and procedure development and resources for agencies who would like to develop a law enforcement phlebotomy program within this project, and
- Training up to 22 qualified officers to become law enforcement phlebotomists through training at the Moberly Area Community College (MACC) Law Enforcement Phlebotomy Program in Mexico, Missouri.

NOTE: Not all officers who apply will be accepted. Due to the nature of this project, officers must have support from the head of their agency, county prosecutors, elected officials, and other necessary stakeholders.

Training will take place in 2025 in two separate classes. Applicants will have to participate in 5-6 weeks of online training assignments, successfully pass a mid-term exam and travel to Mexico, Missouri for approximately 3 - 4 days for onsite training. The clinical portion of the training session will either be completed in Mexico, Missouri or will be completed at a clinical site closer to the agency location of the selected participant. This will be determined by MACC staff and availability of clinical sites. It is anticipated that officers will be able to finish their clinical activities within 4-6 weeks of completing the onsite training. Clinical activities will be scheduled to assist in convenience to the clinic and to the LEP candidate. Each candidate will be required to complete 100 successful venipunctures (blood draws) supervised by clinical staff.

Grant funds will cover tuition and fees at MACC, travel expenses including lodging, mileage, per diem and textbooks. Grant funds will cover required drug tests and background checks. Salaries and vaccinations are the responsibility of the participating agency while going through the training process.

Qualifications to be considered for Law Enforcement Phlebotomy Program (LEPP):
- EMT/Paramedic/DRE, preferred
- Missouri POST Commissioned Peace Officer for minimum of two (2) years
- Proof of Current First Aid/CPR Certification (or ability to obtain it by January 1, 2025)
- No known Brady-Garrity issues on file
- No sustained formal complaints within the last two (2) years
- Good rapport-building and communication skills
- Must have all immunizations and vaccinations as required by approved law enforcement Phlebotomy Training Program at MACC and Clinical Sites (to be determined upon acceptance and placement)
