The Saint Cloud Area Planning Organization (APO) is in charge of developing a Transportation Improvement Program (TIP). The TIP is a federally mandated, annually prepared document that contains highway, transit, and other transportation projects for which Federal funds are programmed during a four-year period within the metropolitan area.

The City of Sartell, Sherburne County, and the Minnesota Department of Transportation has requested changes the 2024-2027 TIP. The APO is seeking your opinion on these proposed changes to the document.

City of Sartell

Question Title

Question Title

* 1. As part of the APO's Carbon Reduction Program solicitation this spring, the City of Sartell was successful in receiving $165,333 in federal funding assistance to purchase four electric vehicle (EV) police vehicles.

While the federal funds for this project won't be available until 2026, the City of Sartell would like to initiate a purchase order for these vehicles this fall (2024) in order to ensure the prices initially quoted to the police department during the grant process will be honored. As a result, the City is requesting to ADD this project to the 2024-2027 TIP in to allow for a purchase order to be completed at the start of the new federal fiscal year (Oct. 1, 2024).

The city will be fronting the federal funds of $165,333 (waiting for federal reimbursement in 2026) as well as contributing $51,447 in local funds for this project for a total estimated cost of $216,780. How do you feel about this proposed change?

Sherburne County

* 2. At the conclusion of the 2021 Minnesota Legislative Session, the state legislature had obligated funding to the Saint Cloud APO/Minnesota Department of Transportation (MnDOT) to conduct both a safety study on US 10 (from 32nd Street SE/Sherburne County CSAH 3 to 45th Ave SE/Sherburne County Road 65) as well as fund an intersection safety project on US 10.

After the completion of the US 10 safety study (which was funded using MnDOT funds obligated to complete a safety study along that corridor prior to the legislative action), there was an additional $1 million remaining to construct the intersection safety project. As a result, MnDOT and Sherburne County have identified the US 10 intersection with CR 61 as the location for this project.

The county and state are proposing to realign this intersection as well as construct a westbound acceleration lane. The total estimated construction cost is $1.6 million, with the $1 million coming from the legislature and the $600,000 coming from MnDOT's federal funding obligation. Because the legislative funding will expire on June 30, 2025, this project will need to be ADDED to the 2024-2027 TIP to allow for work to continue on this project and ensure funding will not expire before the project can be constructed.

While this is a state funded project, MnDOT has requested Sherburne County take the lead on this.

* 3. The Minnesota Department of Transportation is proposing to CHANGE THE SCOPE of a project currently programmed into the APO's 2024-2027 TIP for construction in FY 2025. The state was proposing to install dynamic messaging signs, fiber, and cameras along the I-94 corridor from US 71 in Sauk Centre to MN 24 in Clearwater. Additionally, the state was also looking to complete similar work along the MN 24 corridor in Clearwater from the I-94 interchange to Stearns CSAH 75.

However, due to funding received by the state to reconstruct the I-94 interchange with MN 24 in Clearwater (outside of the APO's planning area), the state is seeking to DECREASE the scope of this project. Instead, the state is hoping to install dynamic messaging signs, fiber, and cameras along I-94 between Sauk Centre and MN 15 in Saint Cloud. The project cost of $530,000 is not anticipated to change.
