Introduction
Through this Kīlauea Recovery Housing Survey, the County is looking to understand the specific recovery needs and goals from property owners and renters directly impacted by lava inundation, isolation, or experiencing ongoing volcanic heat from the 2018 Kīlauea eruption. The findings of this survey will inform how financial resources for eruption recovery will be used to assist households and build infrastructure in the impacted areas. Among the housing solutions, the County is developing a Voluntary Housing Buyout Program.
The Kīlauea Housing Buyout Program Description
The Kilauea Housing Buyout Program will acquire residential properties impacted by the 2018 Kīlauea eruption by voluntary sale. Eligible properties include those that were inundated or isolated by lava, suffered physical damage (including from fires caused by lava), or have been physically impacted by secondary effects, including heat and gases at their property. Buyout offers are based on the pre-disaster (2017) appraised total market value of the property, including the land and any structures, with a maximum grant award of $230,000. To be eligible, the applicant must have owned the property at the time of the 2018 Kīlauea eruption. Low- to moderate-income (LMI) applicants will be prioritized over non-LMI applicants. In order to assist those most severely impacted by the disaster event, a second phase of prioritization will take place. Additionally, properties with access from lava inundated public roads that will not be restored are a priority. Once LMI eligibility is determined, applicants will be prioritized based on the following:

Documented primary residence.
Secondary residence.
Undeveloped residential parcel
Properties acquired by the County through this program will be dedicated and maintained in perpetuity for a use that is compatible with open space, recreational, light agricultural, and/or cultural management practices. Properties acquired by the County for the purpose of a buyout must be deed-restricted to meet this requirement.
The anticipated start of program registration is Spring 2021.
