Council of Homelessness Term of Reference

Purpose
The Northern California Conference Council on Homelessness aims to oversee the ending homelessness initiative by providing resources, counsel, education, strategy, and advocacy.
 
Responsibilities
• Oversees the ending homelessness initiative and serves as a resource.
• Helps to educate the conference membership on homelessness issues and ways to get involved with the initiative.
•  Gives guidance to the Ending Homelessness Initiative Coordinator and their work.
•  Evaluates the initiative's effectiveness and progress.
•  Gives focus and shape to the initiative's strategy, emphasizing the Built for Zero Model.
•   Helps identify funding resources and needs.
•   Stays current on California's laws and policies regarding homelessness and unsheltered people
 
Authority
Serves as an advisory committee to conference leadership and to the conference executive committee. It makes recommendations for significant conference-wide decisions regarding the initiative to end homelessness.
 
Council Membership
Membership will comprise the following:

•  NCC officers, department leaders, pastors, educators, and church members (non-employees) with a background, interest, and expertise in homelessness and its related issues.
•  No more than 15 selected members shall serve at a given time.
•  Members may serve a two-year term that can be renewed.
•  Term of service will be staggered beginning in 2023.
•  Ex-officio members are the conference president or designee, community services director, church growth/evangelism director, and initiative coordinator.
•  Regular invitees include the conference executive secretary and the conference treasurer.
