Application for MPUSD Citizens' Oversight Committee
The Board of Trustees of the Monterey Peninsula Unified School District is seeking one (1) qualified, interested individual to serve on a committee of community leaders which will serve as the independent Citizens’ Oversight Committee (“COC”) for the implementation of the District’s Measure I and A School Facilities Bond program.
Proposition 39 Bond Elections
On June 5, 2018, the voters of the Monterey Peninsula Unified School District (the “District”) authorized Measure I under the Proposition 39 statues. Measure I authorized the issuance of $213 million in General Obligation Bonds (the “Bonds”). The net proceeds of the Bonds are intended to be used to repair/update classrooms, science labs/school facilities for 21st century learning, make essential school safety/security improvements, replace aging plumbing, gas, sewer/electrical systems, repair, acquire, construct classrooms, athletic facilities, equipment, and site/facilities.
On November 5, 2024, the voters of the Monterey Unified School District (the “District”) authorized Measure A. Measure A is a $340 million bond measure that authorization funding for needed repairs, upgrades, improve safety, create teacher-staff housing, and update infrastructure of the District’s schools. Proposition 39 requires a 55% supermajority for approval; Measure A was passed by 63.88%.
Establishment of a Citizens’ Oversight Committee
After a bond authorized under Proposition 39 is passed, state law requires that the Monterey Peninsula Unified School District Board of Trustees appoint a Citizens’ Oversight Committee to work with the District.
Committee Responsibilities
In accordance with Education Code 15278(b), the Citizens’ Oversight Committee shall:

● Inform the public concerning the District’s expenditure of Measure I & A Bond proceeds;
● Review expenditures reports produced by the District to ensure that Measure I & A bond proceeds were expended only for the purposed set forth in Measure I & A; and
● Present to the Board of Trustees in public session, an annual written report outlining their activities and conclusion regarding the expenditure of Measure I & A bond proceeds.
Time Commitment and Term
All appointments will be made by the Board of Trustees from applications submitted to the District.
