Currently the only form of compliant digital navigation globally is ENCs used on an ECDIS with appropriate backup or paper charts. This leaves a gap for the safe navigation for the mariner who can't utilise ECDIS but who wants to navigate digitally. 
 
As a National Regulator, we would appreciate your thoughts on this matter from the perspective of the region(s) you manage. Your feedback will help us define and shape suitable solutions. 
 
Definitions 
ENC (Electronic Navigational Charts): ENC stands for “Electronic Navigational Chart”. An ENC is a vector chart, issued by or on behalf of a Governmental body that complies with the relevant IHO standards (IHO S-66 ed. 1.1.0).
ECDIS (Electronic chart display and information system): means a navigation information system which with adequate backup arrangements can be accepted as complying with the up-to-date nautical chart and nautical publications required by SOLAS regulations V/19 and V/27, by displaying selected information from a system database with positional information from navigation sensors to assist the mariner in route planning and route monitoring and, if required, display additional navigation-related information (IMO MSC.530(106)).
ECS (Electronic Chart System): ECS is a navigation information system that electronically displays vessel position and relevant nautical chart data and information from an ECS Database on a display screen, but does not meet all the IMO requirements for ECDIS and is not intended to satisfy the SOLAS Chapter V requirements to carry a navigational chart (ISO 19379:2003). In the context of this questionnaire the ECS term is considered to encompass only a system used on a vessel and not includes systems such as Portable Pilot Units and VTS systems.
