Introduction

The Halifax Regional Municipality adopted a Supplier Code of Conduct and a Social Value Procurement Framework as part of Administrative Order 2020-004-ADM The Procurement Administrative Order (the Procurement Policy) in September 2020.

Social procurement means the inclusion of relevant social considerations into processes for procuring goods, services and public works, alongside traditional considerations like price, quality and technical specifications.

Social procurement provides benefits in two primary ways: (1) by utilizing the procurement process in a manner so that public expenditures are not only used to obtain goods and services but provide social benefit as well; and (2) by encouraging suppliers to include social benefit considerations into their own business processes.


Purpose of the questionnaire

The Procurement Policy requires all departments of the municipality to include social, economic and environmental priorities within their Procurement activities wherever it is practical and possible.

Following the direction contained within Halifax Regional Council’s Procurement Policy, the municipality can use its procurement activities to leverage social value for residents.

The municipality is seeking your input on the implementation of the Social Value Procurement Framework within the Procurement Policy. The results of this questionnaire will be an essential element in ensuring the actions of the Procurement Section meet the needs of stakeholders and residents.

The information we receive as a result your participation will be reviewed by the Procurement Section. All feedback will be considered when developing approaches and criteria for Social Value considerations.
