Context - Four years after the introduction of our European Philanthropy Manifesto , we are operating in a new context. From climate and cost of living crises to full-scare war on the European continent and post-pandemic economic recovery, philanthropy is needed now more than ever. Our legal mapping exercises and ongoing analysis demonstrate that philanthropy still faces barriers linked to its operating environment. The European Philanthropy Manifesto forms the roadmap for our (Philea and the sector’s) policy and advocacy work towards an enabling environment for philanthropy.
Scope - What does philanthropy need to unleash its full potential? What can policymakers at European, national and international levels do to promote an enabling environment for philanthropy? The updated European Philanthropy Manifesto seeks to address these questions by providing clear policy solutions. We want to hear from you on how you have used the current European Philanthropy Manifesto; what you consider to be key recommendations and framing for the new Manifesto; what format you deem appropriate; and any other thoughts you may have.
Process - The input collected through this consultation will inform our updated European Philanthropy Manifesto, alongside targeted workshops with key stakeholders, and a collection of case studies assessing how cross-border philanthropy in Europe works in practice. The new co-created Manifesto will be published at our annual EuroPhilantopics, taking place on 29 November in Brussels, and will inform our policy engagement ahead of and beyond the upcoming European elections in June 2024. It will serve as a valuable basis for advancing discussions with stakeholders, such as national and European-level regulators and policymakers, and for advocating for a fairer and clearer legal, fiscal and administrative environment for philanthropy in Europe.
Audience - The target audiences of this questionnaire are philanthropic organisations in Europe. The issues addressed in the Manifesto are not limited to EU Member States, but concerns Europe as a whole.
Guidelines - When answering the questions, please keep in mind the following:
- The end-product will be a synthesis of various inputs rather than a collation of individual contributions
- You may answer the questionnaire anonymously
- Those contributing to the consultation are not expected (but are welcome) to contribute to the ensuing advocacy efforts
- Fields marked with an asterisk are obligatory
- Please answer the questionnaire by 15 September 2023.
