Pan-African Quality Assurance and Accreditation Agency (PAQAA) – Consultation Survey
Background and Rationale
The Pan-African Quality Assurance and Accreditation Framework (PAQAF) has been the African Union’s flagship framework for harmonisation in the higher education sector and a cornerstone of the Continental Education Strategy for Africa (CESA). As an integral part of PAQAF, the AU has also committed to the establishment of a Pan-African Quality Assurance and Accreditation Agency (PAQAA), to serve as a guardian body for the PAQAF actions lines and tools.
The AUC has requested that a Technical Working Group (TWG) of African experts be set up to assist and accompany the AUC in this process. With HAQAA2’s support, the TWG was constituted in September 2020 under the HAQAA2 Initiative and was formally endorsed by the AUC in June 2021, after several important meetings and work was conducted.
The TWG has proposed to the AUC four scenarios for the PAQAA’s establishment, which includes risk assessments. The four scenarios can be seen both individually and progressively, each building upon one another, and each as a step towards the realisation of the full mission of the PAQAA and its desired actions.
This survey is targeted at a wide range of stakeholders in the African higher education space. It is part of a wider consultation for the PAQAA that HAQAA2 is conducting on behalf of the AUC.

Your feedback regarding the various facets of the PAQAA will assist the TWG to sharpen the proposal and will contribute to ensuring an appropriate and practical approach to the establishment of the PAQAA.
