This grant program is funded by a legislative proviso in the 2023-2025 operating budget (ESSB 5187) to assist businesses and nonprofits providing therapeutic rehabilitation within Washington state's juvenile secure residential facilities, specifically in Echo Glen Children's Center. It is well established that providing outreach and therapeutic education among incarcerated youth remains critical to successful community reentry.

The legislation provides funding for grant projects for two years: $74,700 during fiscal year 24 (ending June 30, 2024), and $60,300 during fiscal year 25 (July 1, 2024-June 30, 2025), for a total of $135,000 over the full project. Washington state businesses and nonprofits are invited to apply for this opportunity.
