Waka Kotahi NZ Transport Agency wishes to be able to better assess accessibility with an improved computational tool, that is fit for purpose to support better decision making. Inclusive access, a priority in the Government Policy Statement on Land Transport, means enabling all people to participate in society through access to social and economic opportunities, such as work, education and healthcare. Many organisations, including local authorities, central government, consultants, research institutions and those planning the location of services and activities, use various measures of accessibility to inform the work they do.
For the purposes of this research, accessibility refers to the ability or ease with which people can reach desired opportunities (i.e. jobs, goods, services and destinations) through efficient arrangement of land use and various modes of transport.
An accessibility tool would measure how easy or difficult it is for people to access the social and economic services they need from where they live, and model the results of any changes that impact how easy it is to travel, provide services that are close to home, or provide services that may be accessible without travelling. There are existing accessibility tools with varying considerations, complexity and data requirements.
Abley has been commissioned by Waka Kotahi to undertake research to define the required and desirable elements of an accessibility tool. Consultation, including this survey, will be used to address the following research questions:
- What do users want from an accessibility tool?
- How well do existing tools meet these needs?
- What additional development is required to address the gap (if any) between existing tools and meet user requirements?
