INTRODUCTION
By filling out this survey, your city government expresses interest in applying to the Mayors Migration Council’s (MMC) Global Cities Fund for Migrants and Refugees (GCF).
Interested cities must complete this form by January 29, 2025.The MMC encourages early submissions.
If your city is selected as an invitee for the 2025 cohort of the GCF, the MMC will directly contact the focal point that you list below. Invitations will be sent in early March 2025 for cities to submit concept notes for grants between $200,000 and $500,000 USD and 24 months in duration, with a projected Q4 2025 start date.

ABOUT THE GCF
The Global Cities Fund for Migrants and Refugees (GCF) is the MMC’s response to the unmet needs of cities as they support migrants, refugees, and IDPs in the face of pressing challenges, from global pandemics to the climate crisis. The Global Cities Fund channels resources to city governments often disregarded by traditional donors, enabling mayors to address urgent needs of migrant, displaced, and marginalized receiving communities while building a case for further investment. Through GCF investments, cities design their own projects, ensure the inclusion of migrants and refugees, and partner with global public, private, and social sector organizations to amplify impact.

ABOUT THE 2025 COHORT OF THE GCF
More than ever, migrants and refugees are looking to cities for safety and opportunity. Urban areas are home to 70 percent of the world’s displaced people, and as major economic hubs generating over 80 percent of global GDP, they offer unparalleled economic opportunities for newcomers. At the same time, urban migrants and refugees face barriers to economic inclusion, such as restricted work authorization, reliance on unstable informal economies, or discrimination limiting their access to capital and opportunities.
Recognizing the unique challenges displaced people face in achieving economic self-reliance, the 2025 cohort of the Global Cities Fund will provide city governments with two-year grants to implement a new project or scale up/replicate an existing project that advances economic inclusion for migrants and refugees. Successful cities will put forward economic inclusion ideas that may also address other MMC mayoral priority themes, such as children, climate, gender, health, housing, and city-to-city migration pathways.
