The Consent Decree entered into by the Baltimore Police Department (BPD), the City of Baltimore and the U.S. Department of Justice (DOJ) requires the BPD Monitoring Team to furnish U.S. District Court Judge James K. Bredar a proposed budget for accomplishing the work required in the Monitoring Team’s First-Year Monitoring Plan. We would like to know whether community members, including police officers, believe that the budget reflects an appropriate allocation of time and resources under the First-Year Monitoring Plan.

Question Title

* 1. Given the strict budgetary limits the Consent Decree sets for the Monitoring Team’s work, does the draft First-Year Budget properly allocate the resources needed to achieve the goals of the First Year Monitoring Plan? If not, how would you allocate those resources?
