This survey continues the efforts of the Civil Society Forum on Drugs (CSFD) to monitor the implementation of EU drug policies. So far, the CSFD has published three reports on the topic:
With this survey, we aim to discover the extent of implementation of the EU Drug Strategy 2021-2025 in the EU Member States and beyond in the middle of its running period. The survey is addressed to civil society organisations working in drug policy.
The Civil Society Forum on Drugs (CSFD) is an expert group of the European Commission. The Commission selects its members for a three-year mandate based on their competencies, knowledge, and expertise. One of its thematic working groups is concerned with the EU drug strategies and action plans.
Following the research conducted in the past, the CSFD continues the monitoring of accessibility and quality of key demand reduction and harm reduction programmes and interventions. This year, to make the picture more complete, we also decided to look at the availability and acceptability of measures; hence we adopted the AAAQ framework for assessing services developed by the WHO in its paper Right to Health. This survey aims to collect data to evaluate the current situation and identify the potential changes since the last assessment.

Participation is voluntary; all responses will be anonymised and integrated into a report published on the CSFD website. Submission of the survey will be interpreted as your informed consent to participate.
