Hastings County Employee Discount Program - Vendor Agreement

Hastings County offers its employees access to group discounts with vendors who have applied and been accepted into the County’s Employee Discount Program. Only staff, including full-time, part-time, contract, and casual staff, and County Council members are eligible to participate in the program.
Vendor Requirements & Agreement
  • Organizations primarily engaged in the selling of tobacco, gambling, alcoholic beverages, drugs or adult-only oriented products and services are not permitted to participate in the program.
    • The Hastings County Employee Discount Program will not advertise day care or elder care providers, apartment rentals, homes, building contractors, independent distributors, and discounts on professional services (accountants, law firms, financial services, etc.)
  • The vendor offering the discount must be a reputable organization as determined within the sole discretion of Hastings County.
  • Businesses selected for the Hastings County Employee Discount Program cannot be considered to have an advantage in contract negotiations for other County purposes.
  • Vendor should not be an internet vendor.
  • The vendor offering the discount may not be a Hastings County employee.
  • Vendor must offer a discount that is available to all employees, and must offer the discount for the duration of the term, starting November 1 to October 31 the following year.
    • All discounts will automatically expire upon the expiration date entered for the offer. It is the vendor’s responsibility to re-establish a new discount offer. Throughout the year, new vendors will be invited to participate in this Employee Discount Program.
  • If employment verification is required, the following policy must be adhered to:
    • An employee badge can only be presented by the employee and cannot be taken/removed from his/her possession;
    • The employee badge cannot be photocopied/faxed or reproduced for maintaining records on the individual or for any other purpose; or
    • Paystubs may be used as acceptable forms of employment verification.
  • Hastings County does not endorse any goods or services offered by vendors. Because of this, vendors shall refrain from representing or implying to employees that Hastings County endorses vendor goods or services. Any arrangements, services or products purchased with this employee discount program are the sole responsibility of, and are conducted strictly between, the vendor and the employee. Hastings County assumes no obligation or liability resulting from any transaction.
  • Hastings County will not pay a fee to any vendor for participation in the program. If employees are required to pay a fee to a business to buy access to other discounted industries, the vendor will not be included in the program.
  • There is no vendor fee to participate in the Employee Discount Program; it is considered "free" visibility for vendors. Therefore, Hastings County expects that vendor will provide quality savings directly to the County’s employees.  Therefore, the discount must be specific to Hastings County (or similar to other corporate/group discounts) and not substantially similar to other discounts offered to the general public.
  • Vendor cannot use Hastings County’s logos or crest or otherwise imply that participation in the Hastings County Employee Discount Program is an endorsement of the vendor’s product by Hastings County.
  • Either Hastings County or the vendor may terminate a discount offer. Four (4) weeks' prior notice by the vendor to Hastings County will be required prior to termination.  Hastings County may terminate and withdraw any discount at any time for any reason.
    • Hastings County may remove a vendor from the program based on complaints from employees or for any other reason deemed in the best interest of the County and its employees.
  • The County, in its discretion, may deny a vendor’s request for participation and may change, suspend, or eliminate the employee discount program for any reason and at any time.
  • In performance of this agreement, the vendor agrees to comply with all provincial and federal laws and regulations regarding non-discrimination and harassment on the basis of race, color, gender, religion, national religion, creed, marital status, age, sexual orientation, pregnancy, or the presence of any sensory, mental, or physical disability in providing any benefits under the agreement.
