CITB Levy Consensus Survey 2025 CITB must demonstrate to Government that it has support for the contents of the next Levy Order 2026-29 by submitting Levy proposals outlining how CITB proposes to raise and collect Levy to fund training in the construction industry. This requires consultation with the industry. This applies to England, Wales and Scotland only.HAE is taking part as one of the 14 Prescribed Organisations with this survey which runs from 17th March to 25th April. We do not recommend to members how they should vote in this survey. If a majority of responses are in favour, then all HAE levy paying members will be counted as supporting the CITB proposals. If the majority is not in support, then all HAE levy paying members will be counted as opposing the proposals.We ask that eligible members familiarise themselves with the CITB Levy proposals and the latest Strategic Plan which can be found here: Industry Consultation Consensus CITB Launches Strategic Plan Please note that HAE will share the overall result of the survey with CITB but NOT individual responses nor information about how individual businesses have voted. Your response will be used by CITB to demonstrate to Government whether employers that are likely to pay the Levy consider CITB’s Levy proposals necessary to encourage adequate training in the industry.The proposals for raising and collecting the Levy for the next 3 years, between 2026 and 2029, are: A PAYE payroll contribution of 0.35% and A net CIS contribution of 1.25%. Employers with an annual wage bill of less than £150k will be exempt; and Employers with an annual wage bill of between £150k and £500k will receive a 50% deduction on the Levy assessment, so that Employers will only pay the full assessment if their annual wage bill is £500k or above.
