NOMINEES FOR CHAIRPERSON:
Kwentin Eastberg, AICP

Mr. Eastberg, AICP, serves as the Deputy Director for Apalachee Regional Planning Council (ARPC). He received his master's degree in planning from Florida State University with a focus in Transportation Planning and started with ARPC immediately following graduation in 2016. His experience includes coordinating the Region’s Transportation Disadvantaged program, Commuter Assistance Program - RideOn, and recently the development of the Apalachee Regional Rural Transportation Plan. He has served on the APA Florida - Capital Area Section board since 2022, for two years as treasurer and as the Chair since 2024. Mr. Eastberg is a local craft beer enthusiast and enjoys traveling the world with his wife and two young sons.

Hadley Peterson, AICP

She is focused on urban planning and design projects that engage communities around actionable goals for crafting sustainable and equitable futures for their social and built environments. Hadley is focused on creating places for future generations to thrive while elevating and leveraging the voices of community members who are often left out of the conversation. Her experience ranges from historic district design guidelines and downtown redevelopment plans to parks and recreation systemwide planning and tourism strategic plans. Hadley currently works at Kimley-Horn and has her Master’s in Urban and Regional Planning from Florida State University.

Stella Souza

Stella Souza is a land planning analyst at Kimley-Horn with over a year of experience helping cities across Florida. She earned her Master’s degree in Urban and Regional Planning from Florida State University, where she also served as Vice President of the Urban and Regional Planning Student Organization. Stella is dedicated to community engagement and balanced development, working on projects like comprehensive plan updates and downtown design guidelines. Her professional goal is to create regulations that respect property rights while addressing conservation and preserving cultural heritage. Stella's background also includes a Bachelor's degree in Environmental Science & Policy from Florida State University.

NOMINEES FOR TREASURER:
Susan Poplin, MSP, AICP

Susan Poplin, MSP, AICP. Susan Poplin is the Comprehensive Plan Administrator with the Tallahassee-Leon County Planning Department and has over 20 years’ experience in planning at the state and local level. She is a certified planner with the American Planning Association and holds a Master of Science degree in Urban and Regional Planning and a Bachelor of Science in Business with a specialization in Public Administration. She is known statewide for her work with comprehensive planning, land use and transportation planning, and age-friendly communities including overseeing the award-winning age-friendly initiatives of the Tallahassee planning section. Susan has served as an officer and member on several local boards including the American Planning Association Capital Area Section and Women in Transportation Seminars (WTS). Susan’s interests outside of work include assisting at transportation and outreach events as a certified bicycle helmet fitter, fixing up investment houses, biking on the St. Marks trail, reading fiction mysteries, and anything on the local waters.

NOMINEES FOR PROFESSIONAL DEVELOPMENT OFFICER:
Michael Plagens, AICP, PMP

Michael Plagens, AICP, PMP- transportation planner with 25 years of professional experience. I am a project manager and a portfolio leader with CDM Smith assisting fellow project managers in Florida. I am currently serving as the professional development Officer for our Capital Area section (CAS) and seek to continue serving in this role. For the last 13 years I have had the privilege to be a part of the Mentoring A Planning Student (MAPS) program with FSU Department of Urban and Regional Planning and our CAS members. I have been leading the MAPS committee for the last 9 years. I believe that mentoring is an essential part of Professional Development is a great way to give back to our profession.
