How Should the City of Boynton Beach Utilize American Rescue Plan Funds?
Background
On March 11, the American Rescue Plan Act (ARP) was signed into law. Included in bill was the $350 billion Coronavirus State and Local Fiscal Recovery Funds (FRF). The City of Boynton Beach was allocated $13,647,904 in two parts; the City’s first deposit of $6,823,952.00 was received on May 19, 2021, and the second deposit will be distributed by May 2022.
The US Treasury released rules on the use of these funds.

The FRF funds provide local governments with a substantial infusion of resources to meet local pandemic response needs and rebuild a stronger, and more equitable economy as the country recovers. Local governments have broad flexibility to determine what is most needed by their community.
Recipients may use these funds to:
- Support public health expenditures
- Address negative economic impacts caused by the public health emergency
- Aid the communities and populations hardest hit by the crisis
- Replace lost public sector revenue
- Provide premium pay for essential workers
- Invest in water, sewer, and broadband infrastructure
