Program Information - Please Read!

This is an application to enter the lottery for a Low-Income Spay/Neuter Service from the City of Albuquerque Animal Welfare Department. Before you apply, please note the following criteria to qualify for the lottery:
  1. The owner of the pet(s) MUST be at least 18 years old and live in the City of Albuquerque. Pet owners who live outside of the City of Albuquerque are not eligible to apply for this program.
  2. Pets 4 months old or younger are not eligible for the lottery. If your pet is less than 5 months old, please do not apply for the lottery until your pet has reached the minimum age.
  3. Pets older than 8 years old are not eligible for the lottery because they are considered higher risk for anesthesia.
  4. If your pet has a known medical condition, you will need to obtain spay/neutering services through your private veterinarian.
  5. Pets that are over 90lb will not be accepted.
  6. All applicants must qualify as low-to-moderate-income, as demonstrated with one of the following as documentation:
  • Award letter for an EBT card issued by the State of New Mexico for Food Stamps
  • Either the annual letter regarding benefits or the monthly benefit card for Supplemental Security Income (SSI)
  • Award letter for an EBT card issued by the State of New Mexico for the Temporary Assistance for Needy Families (TANF) program
  • Award letter for a Medicaid health benefit card, OR
  • Current income taxes
  • Current check stubs
  • Signing and submitting an affidavit swearing that your income is within the figures listed on the table above for Low Income
