The Crater Planning District Commission (CPDC) and the Virginia Department of Transportation (VDOT) are studying how best to help cyclists, pedestrians, and other non-motorized transportation users get from the Appomattox River Trail in Hopewell to the Virginia Capital Trail in Charles City County.
