Every five years the City of Wichita prepares a Consolidated Plan (ConPlan) to submit to the U.S. Department of Housing and Urban Development (HUD). This plan is required in order for the City to receive Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funds.
CDBG funds are designed to benefit low to moderate income people, prevent or eliminate slums or blight and address community development needs. HOME funds are designed for the development of and preservation of affordable housing. CDBG and HOME funds can be used to help stabilize neighborhoods. ESG funds are intended to help people avoid homelessness, provide temporary shelter for the homeless, and help rapidly re-house individuals into long-term transitional or permanent housing.
The ConPlan is expected to identify housing needs, analyze market conditions, and establish program and spending priorities to address the needs of the community. Public input is an essential part of identifying community needs to be included in the ConPlan.
