What: 
The Yukon Child and Youth Advocate Office (YCAO) is conducting a comprehensive review of the Sexual Orientation and Gender Identity (SOGI) Policy for Yukon public schools at the request of the Minister of Education, the Honourable Jeanie McLean.

School-based SOGI policies play a crucial role in fostering environments where children and youth of all sexual orientations, gender identities, and expressions can thrive. The review by the YCAO aims to assess the effectiveness of the Department of Education’s current SOGI Policy in promoting and sustaining a supportive and accepting atmosphere within schools.

Who
YCAO is an independent office of the Legislative Assembly, and the YCAO review will contribute to the transparency and accountability of the Department of Education’s commitment to the LGBTQ2S+ Inclusion Action Plan. YCAO mandate is to uphold children and youth’s rights, and to ensure their voices are being heard in all decisions made about them.

Why
1. To analyze and assess the implementation of the SOGI Policy in schools.
2. To provide recommendations informing the balance of children’s rights and other applicable provisions of any policy or legislation relevant to the Department of Education, with regards to students of all sexual orientations and gender identities.
3. To advise on best practices/approaches when responding to conflict situations and complexities impacting students and staff.
4. To provide advice to the Department of Education to update the SOGI Policy.

How
Survey, focus groups, and in-person conversations until April 2025.
We want to hear from:
  • Students in Yukon K to 12 schools
  • Family members of students in Yukon K to 12 schools
  • School community members (Educators, Teachers, First Nations Education Workers, EAs, Community Committees/School Councils, Librarian, Janitors, etc.)
  • Administrative staff from Schools, School Boards and Department of Education
  • Community members
Outcome of the review
The Advocate will submit a formal report with recommendations to the Minister of Education in November 2025, which will be tabled in the Legislative Assembly.
