Thank you for taking the time to provide your opinion of the current downtown Beaverton parking landscape, specifically regarding parking compliance.

As Downtown Beaverton continues to grow, the parking needs in downtown are also changing. Over a year has passed since the Beaverton Urban Redevelopment Agency (BURA) launched a two-year Downtown Parking Compliance Pilot Program designed to both enforce existing regulations and collect data needed to inform future parking management strategies and policy. BURA and the City are reviewing next steps and your feedback about the program is greatly appreciated.

Prior to the launch of the Parking Compliance Pilot, Beaverton Police Officers were charged with parking enforcement. Given the many duties each officer is assigned, regular, consistent enforcement throughout each day was challenging and lead to a lack of compliance of posted regulations. In an effort to encourage a change of this behavior, BURA launched the Downtown Parking Compliance Pilot Program, mirroring other jurisdictions by hiring a third-party contractor to focus solely on parking.

Today, Parking Ambassadors make regular daily rounds with vehicles equipped with License Plate Recognition (LPR) technology. This technology allows the Ambassadors to identify violations and also collects data on parking usage throughout downtown. As the program aims to change behavior and increase compliance of posted regulations, education is the first goal. The Pilot program was designed to utilize a warning-first approach, providing an educational warning instead of a monetary citation with each first non-safety-related violation.

Millions of data points have been collected over the last year. Analysis of this data can now aid in shaping future updates to parking regulations, programs and best use of parking supply, but data is only one piece of the puzzle. BURA is also interested in obtaining feedback from the public regarding your experiences with the Downtown Parking Compliance Pilot to date.
