Evaluation of Phase 2021 to 2024

Introduction

This survey is a part of data collection to inform on the evaluation and impact assessment of the current phase of the EU's technical assistance project Eastern Partnership Civil Society Facility, covering the implementation period from July 2021 to December 2024 (the Project). It explores the main components of the Project, which include capacity building of civil society, civil society fellowship, civic tech and communication activities, and studies and research on civil society issues. In addition, the survey also includes questions to examine ongoing and future priority needs of civil society organisations (CSOs) and activists which can be used to inform on the design and delivery of EU-funded assistance for the EaP region from 2025 onwards, including the next phase of the EaP Civil Society Facility technical assistance project.

The evaluation will collect information from and about CSOs and activists through several tools and sources. This survey is designed to collect information from both direct beneficiaries of the Project during 2021-2024, meaning those that have participated in the Project's activities and benefitted directly from the Project's resources, and indirect beneficiaries, being those CSOs or activists who collaborate with the direct beneficiaries. The survey also has questions aimed at those parts of civil society who have not yet benefitted from the Project but would like to in future phases, as well as to understand the current priority needs of ongoing beneficiaries.

The assessment findings will be validated in a participatory manner during September/October 2024 and later shared with respondents.

Survey Instructions

Thank you for your cooperation in completing this survey. We anticipate that it should not take more than 25 minutes of your time. Most of the survey questions relate to your organisation, but some are asking for your opinion. Many of the questions require responses based on a list of options and/or your judgements on a scale of 1 to 10, with 10 being the most positive judgement. There are a few 'open' questions where you can provide written answers.

For those questions which you cannot answer or are not relevant to you, there are options to 'skip' ahead to the next question, e.g. 'N/A' ('not applicable'), 'I'm unsure', 'Not relevant', etc.
