Madison County's 2023 - 2024 Comprehensive Plan Survey  

Madison County is updating its Comprehensive Plan and would like your input! The Comprehensive Plan is updated every 5 years, and the plan serves as a general guide or a "blue print" to inform and assist local land use decisions.  Your answers will help to shape the updated plan. Most questions contain an "other" option where you can provide additional comments and thoughts. In total the survey contains 21 questions. You don't have to answer every question but the more responses received, the better the survey will reflect community priorities.  This survey should take about 10-15 minutes to complete.

12.As shown on the map below, ample land near the Town of Madison is currently zoned for residential development (R1, R2, R3). Though much of this land is undeveloped, its location near utilities and roads appears to makes this a logical area to direct potential future residential growth. Given that the County has experienced modest to slow residential growth in the past, do you believe the County should encourage/"steer" future residential development to be located in this identified "residential growth area?"? 13.Accessory Dwelling Units (ADUs) are smaller "stand alone" housing units located on the same lot as a primary dwelling; they are sometimes referred to as "granny flats" or "in-law suites", and often rented to family members. Madison County has considered adopting an ADU ordinance allowing ADUs on agricultural zoned lots from 3 to 6 acres and on conservation zoned lots from 10 to 20 acres.

ADUs would not be allowed to be short-term rentals but instead full-time rentals. ADUs could be an affordable rental option, and potentially fill a niche so that older and younger adults could live near family if so desired. 14.As shown in the chart, Madison County's average and median home sales prices have increased significantly over the past few years. In 2022, the average home's sales price was $420,065. As part of the Comprehensive Plan, the State Code requires localities to consider implementing strategies for "affordable housing which is sufficient to meet the needs of the current and future residents.." What strategies or approaches could increase affordable housing options in Madison County? 15.Over the past few years, short-term rentals (Air BnB, VRBO, "glamping"), event venues (wedding venues), and agritourism activities (wineries, breweries, "pick your own" produce) have proliferated in Madison County and the region. In 2022, the Virginia Tourism Cooperation reported tourists spent $21.8 million in the County, up from $15 million reported for 2020.

16.As shown on the visual, in 2019 the US Census estimated 57% of the County's workforce left the County for employment.

17.Many areas along Madison County's US 29 Highway corridor are undeveloped, but are zoned for business/commercial development. If these areas are developed, what type of commercial signage would be preferrable? 


                                             
18.Owned by Madison County, Hoover Ridge Park is a 180-acre park which features walking trails, athletic fields, picnic areas, disc golf, and regularly sponsors movies and concerts. 

A master plan has been developed that proposes expanding the park's recreational offerings and facilities. Funding for the proposed improvements would be mix of grants and local tax dollars. You can learn more about these proposed expansions by clicking here
